Sir Claude MacDonald to Tsungli Yamên.

Messieurs les Ministres:-

PEKIN, G.

18th February, 1899.

On the 22nd November last I addressed Your Highness and Your Excellencies on the subject of the disgraceful prevalence of piracy on the Canton River.

On the 12th instant, I received Your Note stating that the Viceroy of Canton reports the capture of two of the pirates concerned in the looting of the Steamship "Tung Chiang", and the issue of strict orders for patrol, &c.

I have now to send you copies of two letters addressed to the Viceroy of Canton: the first from Her Majesty's Consul, Samshui, on January 25th, complaining of the plunder of the British Steamship "Kungsoo" on January 24th, and the other from Her Majesty's Consul, Canton, dated January 26th, complaining of an attempt to loot the British Steamship "LungKiang"
